Presteigne and Norton Zero Waste
Presteigne and Norton have been selected as the Zero Waste town for Wales. The purpose of this innovative scheme is to reduce to a minimum the amount of material which the town sends to landfill.
From April 2010, Cwm Harry is going to collect domestic 'recyclate' and refuse from all the households in Presteigne and Norton. Waste will still be collected from the doorstep but households will be asked to separate materials which can be recycled from waste which has no resource value at present. A range of labelled containers will be provided, free of charge, to every household. The 'recyclate' collected will then be sorted into separate compartments on the collection vehicle.

Residual rubbish will be collected by the same vehicle. A leaflet explaining what can be recycled will be given to householders before the collection starts.
The service remains free to householders. The scheme is funded by Cylch, the community recycling network for Wales.
What are the advantages of the new system?
The value of the scheme is both environmental and financial. Environmentally, no valuable resources should now end up in the rubbish dump and pressure on landfill space will be reduced.
Financially, the EU has set local authorities stringent waste disposal targets. If specified quotas are exceeded then heavy fines will be imposed. Ultimately, the cost of those fines will be reflected in the local council tax. It is in the interest of our whole community to reduce the quantity of material we throw away.
The scheme will be evaluated at the end of twelve months. The results of the evaluation will influence how the scheme develops from that point. The experience derived will also influence the development of recycling in the broader community.
For the duration of the twelve months Powys County Council will only collect trade waste from the Presteigne area.

What will change?
A crew of two will make a 'slow' round of Presteigne and Norton, collecting the waste from just 240 households each day. This means that the waste collection day will change for most households in Presteigne and Norton. Every household will be visited to ensure that everyone is made aware of the change in day. New recycling containers will be distributed at the same time.
It is hoped that all of the community will get to know the Cwm Harry collection crew as they do their rounds. Please feel confident to ask the crew questions you may have about what can be recycled.
